The docbook-apps mailing list is for discussions related to publishing DocBook documents (for example, using the XSL or DSSSL stylesheets to generate HTML or print/PDF output) or about using DocBookTools. It's probably safe to say that more discussions take place on docbook-apps than on the DocBookMailingList, because there tend to be a lot more publishing/tools questions and discussions related to DocBook than there are authoring/markup questions (which is what the DocBookMailingList is for).
