Then, the more recent change (from the second user) gets a #01, and the change from the first user gets pushed down the stack and gets numbered #02.

However, the name/IP of the first user is not preserved on the RecentChanges page, so someone looking at the page might incorrectly assume that the second user made both changes #01 and #02.

So, you can assume only that the people listed on the RecentChanges are responsible for only the most recent changes to each page listed. If there are multiple numbered changes next to a name, the person named may be responsible for the other changes (#02, #03, and so on) but not necessarily.
